Proposed modifications to Canada’s first-generation limit (FGL) rule for citizenship transmission have been postponed until at least August. The FGL rule specifies that children born abroad to Canadian citizens born outside Canada do not automatically gain citizenship. The Ontario Supreme Court had previously declared this rule unconstitutional and ordered its amendment within the Citizenship Act, setting a June 19, 2024, deadline. Yet, the federal government has obtained an extension until August 9, 2024, subject to further conditions. Bill C-71 proposed to repeal the FGL rule, which would confer citizenship to eligible foreign nationals with a substantial parental connection to Canada.
